What is Martyn’s Law?
In 2017, we witnessed the devastating loss of 22 lives in the Manchester Arena attack. Following campaigning by the mother of one of the victims, government backed legislation known as Martyn’s Law, also referred to as Protect Duty, was proposed to ensure a more effective response by organisations in the event of potential future attacks.
It is highly likely that this legislation will soon become law and it’s important that building owners are aware and prepared for what these changes will likely mean for them. The new regulations will require appropriate action and measures in order to combat any security issues currently apparent within public buildings. Change is expected to start materialising within the next year.
3M™ “Scotchshield” Ultra Safety and Security Films

Broken glass front door
In the event of a bomb blast, 9 out of 10 deaths are caused by flying shards of glass, rather than the explosion itself. Understanding and taking note of statistics like these are essential when it comes to counterterrorism and minimising the risk to life in potential future attacks.
Windows are the weakest link when it comes to security within any building. 3M™ “Scotchshield” Ultra Series Window Film eliminates that weakness and turns it into a strength.
3M™ “Scotchshield” Ultra S800 is made up of numerous micro-layers of film, a scratch resistant surface, and strong acrylic adhesive.
The film has been engineered to hold glass fragments together whenever extreme or sudden force is applied, reducing the risk of injury caused by flying glass. Not only does this have the benefit of protecting people in the event of a terror attack, but it also provides everyday reassurance against other common threats such as vandalism and forced entry into buildings.
Preparing for the Future
The details of Martyn’s Law have yet to be finalised, but windows will likely become a significant topic of discussion in the coming months, given their vulnerability and the potential risk they pose. 3M™ “Scotchshield” Ultra Series is tried and tested. It’s a proven way to improve safety and security within any building and a cost-effective, high performance solution to an otherwise difficult problem.
